For product safety, no: one economic operator established in the EU covers all member states (Article 4(1) of Regulation (EU) 2019/1020). For packaging and batteries, yes, if you sell directly to end users in another country: you need an EPR representative there (Article 45(3) PPWR, Article 56(3) Batteries Regulation). National law can add cases, such as electrical equipment in Germany.
For product rules, Northern Ireland follows EU law under the Windsor Framework. The GPSR has applied there since 13 December 2024, while Great Britain keeps its own rules. One economic operator established in the EU or Northern Ireland can cover the EU and Northern Ireland; a company established only in Great Britain cannot.
